Social Security Advisory Council - Appointment of additional members.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

The Minister decided to appoint Colin Stephen Russell and Christopher Piers Martin Harris to the Social Security Advisory Council

Reason(s) for Decision:

The maximum membership of the Social Security Advisory Council was recently extended from a chairman plus six members to a chairman plus eight members.  Mr Russell and Mr Harris have been selected following a recruitment process undertaken by the Council last year.  Mr Russell and Mr Harris have attended a number of Council meetings as ad hoc members and have confirmed their willingness to serve on the Council.

Social Security Advisory Council – Appointment of additional members 
 

The Social Security Advisory Council was constituted nearly 4 years ago and has discovered the range of its responsibilities to be very wide.  The size of the Council has been increased and  following  a recruitment process, the Council has identified two individuals who would provide a valuable contribution to the Council.  

The Chairman has formally asked the Minister to approve the membership of these two individuals, in his letter of 28 June, part of which is reproduced below:

With reference to my letter dated 10th April, I was delighted to hear from Sue Duhamel that the amendment to the Social Security Advisory Council (Jersey) Order 1992 on the basis requested in my letter to Richard Bell dated 16th March is now in place.

 

The two current ‘ad hoc’ members, both of whom have confirmed that they wish to become full members, are Colin Stephen Russell and Christopher Piers Martin Harris.  On behalf of Council, I request that you formally approve their appointment as full members as their promotion to full status has been unanimously endorsed by all members. 

 

I look forward to hearing from you in due course with regard to the requested approval of  the appointment of the two new full members, but should more information be required at this stage please do not hesitate in contacting me.
