Le Rocquier School Sports Hall Extension - Approval of Drawings.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Le Rocquier School Sports Hall Extension - Approval of Drawings

Decision(s): 

  1. The Minister agreed to the approval of Planning Approved drawings numbered

B 2007 0576 A, B 2007 0576 B and B 2007 0576 C all showing the proposed new extension and cladding to the Sports Hall building as per Permit Nos. B/2007/0576 and B/2007/0979 in accordance with paragraph 1 (d) of Standing Order 168.

Reason(s) for Decision: 

In April 2002, the Presidents of Education and Finance and Economics Committees met to discuss funding and agreed that a maximum of £23 million would be made available for the project at Le Rocquier. The final tranche of this money was included in the 2003 States Resource Plan. 

The drawings (to which planning and bye-law approval have been granted – Permits B/2007/0576 and B/2007/0979 refers) reflect the use for which Le Rocquier School capital funds were allocated. 

Under Standing Order 168, the drawings noted in item (b) above require the Ministers approval to permit the award of a building contract.  
 

The estimated total cost for the extension and cladding replacement to the Sports Hall at Le Rocquier (including the professional fees and ‘other’ costs) can be completed within the residual funds available.

Resource Implications: 

The available budget for the works, including inflation is all available from the ESC capped £23 million budget allocation.

Action required:

Officers of Property Holdings to inform ESC department of the Minister’s approval under Standing Order 168 to the extension and improvements to the Le Rocquier Sports Hall
