2008 Spring and Summer Bus Services - Confirmation.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Confirmation of the proposals for 2008 spring and summer leisure and scheduled bus services.

Decision(s):

The Minister, following consultation in accordance with the provisions of Article 24 of the Motor Traffic (Jersey) Law 1935, approved the following changes to the spring and summer schedules:

  1. The Island Explorer will run from Saturday 5 April 2008 through to Saturday 11 October 2008 and also for the four days of the Easter weekend (21 to 24 March inclusive) and the weekend of 29 and 30 March;
  2. The spring K services will not run in 2008;
  3. A new Sunday circular service will be implemented to cover St Lawrence, St Mary and St John from 23 March 2008 to 18 May 2008;
  4. The 7a and 8a services will be modified on the existing summer schedule as follows:
    • Reduce the 8a from every 30 mins to every hour.
    • Cut every 7a service except the 17.15 commuter departure, which will become a route 7 service.
  5. The changes to the Island Explorer routes as detailed in the previous report appended to MD-T-2008-0001

Reason(s) for Decision:

The proposals further integrate the leisure and scheduled services to achieve improved services for the travelling public and only two submissions were received.

Resource Implications:

These proposals will save about £30,000 on the current contract costs

Action required:

  1. Advise Connex of the decision.
  2. Draft a media release advising of the Minister’s decision.
  3. Advise the two people who submitted comments of the Minister’s decision.
