Victoria College and Preparatory School: Fees for 2018 - 2019: Increase

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: 

Victoria College (“VC”) and Victoria College Preparatory (“VCP”) - Approval of fees for the academic year 2018-2019.

Decision(s): 

Following the preparation of a comprehensive 5 year strategic plan 2018-2022 by the Board of Governors, the Minister approved the fees for the 2018-19 academic year of VC (£1,916 per term) and VCP (£1,899 per term), an increase of 4% for both schools. He further agreed that, in accordance with Financial Direction 4.1 “Increases in States Fees and Charges”, the Minister for Treasury and Resources should be requested to endorse the fee increase for VC and VCP.

Reason(s) for Decision:  

To meet the requirements of Article 13a of the Education (Jersey) Law 1999 and Finance Direction 4.1 “Increases in States Fees and Charges” Paragraph 5.2 states “The Anti-Inflation Strategy states that increases in States fees and charges should be limited to 2.5% per annum with compelling cases to be subject to the prior approval of the Minister for Treasury and Resources.”

Resource Implications:  

The fee increase for VC is forecast to result in additional income of circa £50,000 for 2018 and £149,000 for 2019 (based on an indicative fee increase of 4.0% for the academic year 2019-2020). The fee increase for VCP is forecast to result in additional income of circa £19,000 for 2018 and £58,000 for 2019 (based on an indicative fee increase of 3.5% for the academic year 2019-2020).

Action required:  

In accordance with Financial Direction 4.1 “Increases in States Fees and Charges”, to request the approval of the Treasurer of the States, under delegated authority, for the fees in respect of Victoria College and Victoria College Preparatory to be increased by more than 2.5%. To advise the governing body that the Minister has approved the increase in fees.
