Island Games 2015: Grant for Video Legacy Project

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The Minister for EDD agreed a Grant of up to £20,000 to be paid to the 2015 NatWest Island Games Organising Committee in order for it to commission a ‘Video Legacy’ Project during the run up to the holding of the Games and during the second half of 2015.

The Project is to be procured in line with standard States of Jersey procedures using the specification contained in the accompanying Report. An Officer of the Department and member of Visit Jersey are to be involved in the Procurement exercise and will monitor the delivery of the Project in conjunction with Organising Committee personnel

Reason(s) for Decision:

The 2015 NatWest Island Games are an internationally high profile event and it is important that the Island seek to maximise leverage of them and seek to record and use their success, for future marketing and promotional activities, designed to attract sports tourism and secure further international events in future

Resource Implications:

The Minister authorised the transfer of up to £20,000 from Tourism budgets to EDD Corporate Resources in order for the grant funding to be paid to the 2015 NatWest Island Games Organising Committee

Video Promotion, Coverage & Legacy

 

Introduction

 

In June of 2015, Jersey has the privilege of hosting one of the largest international multi-sport events and showcase the Island, its sporting prowess and warmth of welcome to a global audience.

 

Such opportunities are very limited and it is therefore important that Jersey not only delivers a prestige, high quality event, but uses the legacy of the 2015 Games to create a lasting impact, capable of delivering future economic, sporting and social returns from the re-use of the investment in facilities.

 

One means of maximising this opportunity is the creation of engaging film content to support future marketing and communications activity designed to target a variety of Channel Island, UK and international audiences, leading to a positive increase in visitor numbers, increased levels of premium-level sporting events and the achievement of economic returns from the pre-Games investment.

 

Underlying all of this, is that fact that planned news coverage of the Games is bolstered by professional grade footage, properly archived film content and an ability to celebrate what is destined to become the biggest and best NatWest Island Games to date.

 

Proposal

 

The Games Organising Committee, supported by States of Jersey funding, is therefore seeking to identify an on-island supplier capable of providing the following items:

 

  • Daily NatWest Island Games 2015 film coverage including both sporting and ‘atmospheric’ footage
  • A Jersey/Sport promotional film, outlining the sporting ethos of the Island, the quality of facilities/competition already available and firmly establishing its ability to host & deliver international sporting events/tourism
  • Premium quality post-games films able to help maximise the sporting, economic and tourism legacy of the 2015 NatWest Island Games

Daily roundup films made up of:

 

• Bespoke professional footage

• News-oriented footage from around the Games

• Athlete/Visitor/Islander interviews

• Behind the scenes activity

  Innovative footage taken from angles that clearly outline the natural heritage perspective against which Jersey sport is staged

 

 

These films will provide not only coverage of the Games but also the atmosphere, camaraderie and community spirit establishing Jersey to an international audience as a vibrant, homely and unique destination capable of delivering ‘out of the box’ calibre sporting events

 

 

Jersey Sport Promotional Film

 

Production of a professional, high quality film, creatively telling the ‘Jersey Sport’ story, culminating in the staging of the 2015 Games and pointing out the future potential for the Island to host further top quality events.

 

Purpose

 

          To promote Jersey as a sports tourism destination

          To create a sports tourism film designed to appeal to both promoters, competitors and visitors

          To showcase key annual Jersey sporting events and create the ‘opportunity’ to approach on and off-island companies seeking support to help develop them into truly top-class European events

 

Versions

 

30 minute ‘portfolio’ film, comprising

  2 minute shorter presentations focussing upon key sports, and

2-3 minute cameos of Jersey landscape footage, showing sports activity   against heritage and natural heritage backdrops

 

Sequences shot using full HD cameras from the ground, sea and air.

 

Various lenses employed to give a cinematic gloss to the final film.

 

As part of the 2015 Games legacy, States of Jersey will acquire full intellectual property rights of a commercial-quality film promoting sport within the context of tourism.

 

Post-games legacy films/archive

 

Capturing the legacy of the 2015 Games will be an important component of Jersey acting as host.

 

It is anticipated that the Island will own, manage and licence the footage for future posterity, for a vast range of potential future promotional activity

 


 

Response Criteria

Description of goods /services / works required

 

The Games Organising Committee (GOC) wishes to procure professional services to be used in advancing the priorities set out above.

 

This specification outlines the activities expected and outcomes required of a Supplier to fulfill the outputs outlined above.

 

Suppliers wishing to quote will be required to provide a full detailed specification detailing outputs in the following areas:

  1. What are the costs involved likely to be in delivering the Film/Video outputs?

 

  1. What would be the respective roles of the Supplier, GOC and other parties in arriving at the finished outputs?

 

  1. What administrative (Licences, Permits, Closures) support would be required from the States, Parishes or other bodies in supporting the Supplier meet the outputs?

 

  1. Who (staff) the Supplier would use in delivering the various components of the work, details of their previous experience and the type of work licences they hold to operate in Jersey

 

  1. A detailed Gant Chart setting out milestones and deadlines for completion of the Contract, including firm proposals for work in the weeks prior to, during and after the Games in particular

 

  1. A firm deadline for completion of all tasks

 

In order to establish the suitability of the contractor the following information should be provided for consideration by the evaluation panel: -

  •              Pricing proposal (including breakdown of costs)
  • A detailed description of the approach, demonstrating understanding the brief and objectives
  • Examples of previous project related work in similar areas undertaken that clearly demonstrates experience and relevance to this piece of work
  • The key individuals proposed to carry out the work, including a dedicated account manager
  • A detailed project plan, identifying activity and milestones
  • Appropriate references from previous clients
  • Appropriate levels of Public Liability and Professional Indemnity Insurance, with a minimum threshold of £1 million

Terms and Conditions

 

Services shall be supplied in accordance with the States of Jersey terms and conditions - Supply of Professional Services (see attached). 

 

These should be reviewed and feedback provided along with your tender response.

Pricing Schedule & Format

 

A detailed price breakdown should be provided for your bid submission including the following criteria: -

  • Labour resource supplied including day rate, position within company hierarchy (i.e. junior, partner etc.) and number of days allocated to each part of the work.  Roles should be defined.
  • Travel and expenses.  A full breakdown of all travel and subsistence costs
  •         Day rates for follow on work

 

Evaluation criteria

 

All quotations submitted will be reviewed in accordance with pre-determined contract award criteria.  Bid acceptance will not be bound to the lowest bid submitted but will be awarded on the basis of the industry standard “Most Economically Advantageous Tender (MEAT)”

The Authority does not bind itself to accept any tender.
