Back to Work JobsFest Employer Incentive: 3 October - 27 November 2016

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Back to Work JobsFest Employer Incentive

Decision(s): The Minister decided to implement a non-statutory JobsFest Employer Incentive to provide financial support to employers to recruit locally qualified jobseekers for up to eight weeks at no financial cost.

Reason(s) for Decision: Under the JobsFest Employer Incentive, up to 8 weeks’ wages and Social Security contributions will be paid to employers who hire locally qualified jobseekers who have been registered Actively Seeking Work since 1st April 2016. The incentive will run from 3rd October to 27th November and is open to all Jersey employers.

 

Employers who subsequently retain candidates on a permanent basis may also claim a pro rata amount of the Employment Incentive provided the jobseeker meets the criteria prior to commencing their JobsFest contract.

 

The key aims of the incentive are to :

  • Encourage and financially support employers to recruit staff who are longer term unemployed.
  • Bring those furthest from the job market closer to securing long-term sustainable unsubsidised employment.
  • Enhance the employability and in-work skills of registered jobseekers that have been out of work since 1st April 2016.

 

The JobsFest Employer Incentive supports roles between 25-35 hours per week and provides funding at minimum wage (£6.97 per hour) plus employer Social Security contributions (6.5%). The weekly value of the incentive will therefore range between £185.58 (25 hours) to £259.81 (35 hours) depending on the number of hours worked. Employers are able to pay a higher hourly rate and also offer employment for more hours per week.

Employers who subsequently retain candidates on a permanent full time basis may claim a pro rata amount of the Employment Incentive (depending on candidate criteria)

Resource Implications: An initial budget of £149,700 will be allocated, approximately enough for the recruitment of 70 individuals into posts for 35 hours per week during the period, as well as associated marketing and logistical costs and a programme of training events for all jobseekers. Funding will be provided from the existing budget held by the Social Security Department for the Back to Work Programme.
