2011 Diamond Jubilee Coin Design Approval - part of The Queen Elizabeth II Lifetime of Service Coin Collection

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Assistant Accountant to seek Palace approval and advise the company under which the States of Jersey’s commemorative coin is managed, ‘288 Group Limited’, of the approval for coin production to progress.

2011 DIAMOND JUBILEE COIN DESIGN PROPOSAL  
 

1.      Purpose of Report

To approve the 2011 design in the Lifetime of Service coin collection.  

2.      Background

In accordance with the agreement dated 12th July 2007, between the Treasury and Resources Department and Westminster Collection 288 Group Limited, under which the States of Jersey’s commemorative coin strategy is managed Westminster Collection 288 Group Limited will seek approval for each new Commemorative Coin design during the year. 

3.      Designs

Further to the recent proposal of the 3-year Queen Elizabeth II Lifetime of Service Coin Collection previously approved by the Minister for Treasury and Resources (MD-TR-2010-0034) approval is sought for the 2011 coin design which celebrates the lifetime partnership between HM The Queen and HRH Prince Philip. 

Attached are the proposed reverse and obverse designs for approval. Importantly the proposal of a new obverse design for this particular coin only. 

The Minister will consider the designs for each individual Commemorative Coin. The Treasury Management Team has ensured in putting forward designs for Ministerial approval they conform to the following guidelines: 

“Jersey coins represent the Island on an International scale, therefore they should portray images which reflect positively on the Island and commemorate a recognised and important event, period or person. The images should be dignified, non-controversial and appropriate to the commemoration and must connote stability, reliability and gravitas.” 

4.       Recommendation

It is recommended the Minister approves the attached proposal for Commemorative Coin designs for issue.

To promote and make available commemorative coins for both Jersey and worldwide collectors which generates income for the States of Jersey.
