2008 Spring and Summer Bus Services - Proposals.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Proposals for 2008 spring and summer leisure and scheduled bus services.

Decision(s):

The Minister agreed the following, subject to receiving submissions from members of the public as required by Article 24 of the Motor Traffic (Jersey) Law 1935:

  1. that the Island Explorer would run from Saturday 5 April 2008 through to Saturday 11 October 2008 and also for the four days of the Easter weekend (21 to 24 March inclusive) and the weekend of 29 and 30 March;
  2. that the spring K services would not run in 2008;
  3. that a Sunday circular service, covering St Lawrence, St Mary and St John, should be introduced from 23 March 2008 to 18 May 2008;
  4. that the 7a and 8a services on the existing summer schedule should be modified for 2008 as follows:
    • Reduce the 8a from every 30 mins to every hour.
    • Cut every 7a service except the 17.15 commuter departure, which would become a route 7 service.
  5. that the red, blue, green and yellow routes should be changed as detailed in the attached report.

Reason(s) for Decision:

The proposals further integrate the leisure and scheduled services to achieve improved services for the travelling public.

Resource Implications:

These proposals will save about £30,000 on the current contract costs

Action required:

  1. Advise Connex of the decision.
  2. Prepare advertisement to be placed in the Gazette section of the JEP and media release as soon as possible.
  3. Circulate proposals to all Constables, Parish Halls and other interested people.
