Le Marais Low Rise Phase 2 - Naming of Completed Development.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

REPORT TO THE HOUSING MINISTER  

Le Marais Low Rise Phase 2 – Naming of Completed Development  

Background  

Phase 2 of the redevelopment of the low rise parts of the Le Marais Estate is due for completion in January 2009. 

The site comprises:- 

  1. No. 4 Bedroom Houses
  2. No. 3 Bedroom Houses

16  No. 1 Bedroom Flats

2    No. 1Bedroom Disabled Adapted Flats

1    No. 2 Bedroom Disabled Adapted Flat 

All of the flats and a number of the houses will be retained for social rented use, with the remainder of the houses being sold to States tenants under the existing deferred payment scheme. 

The new homes need to be given an identity to allow for the ordering of road signs and in order that conveyancing and marketing processes can start.   

The first phase of the Le Marais development and phases 1a and 1b of the Le Squez development have all adopted the names of offshore rocks and reefs, La Selliere, La Cambrette and Les Cloches respectively. 

At Les Cloches and to a lesser degree Le Selliere there has been some confusion relating to the use of the same address albeit with the suffix ‘Court’ on the flats and it is considered as advisable to avoid any possible confusion in respect of the naming of phase 2 Le Marais. 

In seeking to continue the rock and reef theme a number of possible options have come forward:- 

Les Burons & Les Petit Burons  

A ‘hut’ shaped rock off the East Coast in Grouville Bay 

Les Anquettes and Les Anquettes Court or

Les Anquettes and Les Petit Anquettes (for the flats)  

A group of rocks off of La Rocque Point close to Seymour Tower 

Les Hinguettes & Les Petit Hinguettes (for the Flats) 

A group of rocks just off the Demi at Greve D’Azette 

Les Fours and Les Petit Fours  

A group of rocks off of Noirmont Point. 

Taking into account the geographical location of the new homes the Hinguettes have the attraction of being relatively close off the South East Coast near the Demi at Greve D’Azette. 
 
 

Recommendation  

That the Minister approve the naming of the newly developed houses at Le Marais phase 2 as 1 – 28 Les Hinguettes and the Flats 1 – 19 Les Petit Hinguettes.
