Register for Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey: 17 and 19 Devonshire Place

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Reason(s) for Decision:

The intention to retain as Buildings of Local Interest 17 and 19 Devonshire Place is in accordance with the existing criteria for assessment and designation of historic buildings as follows:

  The houses retain their external historic forma and detail, and so make a significant and positive contribution to the architectural and historic character and appearance of Jersey;

  The houses are significant for their earlier 19th century architectural design, composition and use of materials;

  The row of house illustrate aspects of Jersey’s social, economic and cultural history;

The houses have group value and make a positive townscape and scenic contribution.

Legal and Resource Implications:

The inclusion of buildings and places in the Register for Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey is consistent with the purposes of the Planning and Building (Jersey) Law 2002.

This report has been prepared by Jersey Heritage as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the architectural, historical and archaeological significance of buildings and sites.

 

The assessment and recommendation are made in accordance with the existing criteria for assessment and designation of historic buildings. Historic and architectural interest

The row of houses was built circa 1820 and is an important piece of surviving early 19th century townscape. The buildings form an interesting historical group and the irregular door and window openings add visual interest to the street scene.

 

Scenic interest / group value

17 & 19 have group value with the other houses in the row, and make a positive scenic contribution.

 

Advice offered by MRLAG (and others if stated)

 

MRLAG discussed 17 & 19 Devonshire Place at its meeting on 27 October 2008. Members unanimously agreed that both houses should be retained as BLIs.

Retain 17 & 19 Devonshire Place as BLIs.

 

Justification relating to criteria

 

The registration of 17 & 19 Devonshire Place as BLIs is in accordance with the existing criteria for assessment and designation of historic buildings as follows:
