Budget transfer from Economic and Productivity Growth Drawdown Provision within Central Contingencies to Chief Ministers Department: Internet of Things Lab

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision and reason for the decision

The Minister accepted a non-recurring budget up to £499,000 in 2018 and up to £30,000 in 2019 to the Chief Minister’s Department revenue head of expenditure from the Economic and Productivity Growth Drawdown Provision within Central Contingencies.

Following review and recommendation by the EPGDP Officer Group, the Economic Policy Political Oversight Group recommended that the Minister for Treasury and Resources should approve funding from the EPGDP for proposal CMD 05 – Internet of Things Lab.

Article 17(2) of the Public Finances (Jersey) Law 2005 states that the Minister for Treasury and Resources is authorised to approve the transfer from contingency expenditure to heads of expenditure of amounts not exceeding, in total, the amount available for contingency expenditure in a financial year.

Resource implications

The Chief Minister’s Department revenue head of expenditure will increase by up to £499,000 in 2018 and £30,000 in 2019. The EPGDP within Central Contingencies will decrease by the same amounts.

This decision does not change the total amount of expenditure approved by the States for 2017, 2018 and 2019 in the Medium Term Financial Plan.

EPGDP funding allocation CMD 05 – iNTERNET OF THINGS LAB

 

 

 

  1. Purpose of Report

To enable the Chief Minister to approve a non-recurring budget transfer of up to £499,000 in 2018 and up to £30,000 in 2019 to the Chief Minister’s Department for revenue head of expenditure from the Economic and Productivity Growth Drawdown Provision (EPGDP) within Central Contingencies.

 

 

  1. Background

 

Overview

 

Following review and recommendation by the EPGDP Officer Group, the Economic Policy Political Oversight Group (EPPOG) recommended that the Treasury Minister should approve funding for proposal CMD 05 – Internet of Things Lab from the EPGDP.

 

EPGDP Funding will be utilised to create a dedicated Internet of Things (IoT) Lab. The IoT Lab will offer access to c.10GB internet speeds, a data platform for analysing large data sets collected from IoT sensors and communal workshop space for building and testing IoT devices.

 

The IoT Lab will provide a focal point for businesses to: work together, share resources, apply research to real-life scenarios and turn IoT ideas into commercial ventures. The Lab will complement the Digital Hub and the Barclays Eagle Lab – existing co-working facilities - by providing a dedicated workspace for building and testing IoT sensors.

*There are no States of Jersey FTE requirements. Funding for staffing beyond 2018 will be met by revenue from the Lab and Digital Jersey

 

3. Recommendation

The Minister is recommended to accept a non-recurring budget transfer of up to £499,000 in 2018, up to £30,000 in 2019 to the Chief Minister’s Department revenue head of expenditure from the EPGDP within Central Contingencies.

 

 

 

 

 

4.   Reason for Decision
