Commemorative Coin - Battle of Britain.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:  Approval of 2010 Commemorative Coin Designs to mark the 70th Anniversary of the Battle of Britain.

Decision(s): The Minister approved the Commemorative Coin Designs to mark the 70th Anniversary of the Battle of Britain.

Reason(s) for Decision:  To generate royalty income for Jersey Coinage and the States of Jersey from the sale of commemorative coins to both Jersey and worldwide collectors.

  1. Purpose of Report

To recommend the Minister for Treasury and Resources to approve the 2010 commemorative coin design for the 70th Anniversary of the Battle of Britain detailed in the attached documents as proposed by The Westminster Collection 288 Group Limited.  

  1. Background

The Westminster Collection is part of the 288 Group Limited and is the company responsible for administering the production and sales of commemorative coins on behalf of the States Treasury & Resources Department.  The royalties from the sales of such coins in 2008 amounted to approximately £93,000.

The “Strategy” for the 2010 coin issues was approved on 29th June 2009 – copy Ministerial Decision attached.

Once Ministerial approval has been granted for the attached coin design, arrangements will be commenced to secure Palace approval for the proposed commemorative coin designs.  

3.     Issue

The attached design marks the 70th Anniversary of the Battle of Britain. The coin design proposed has been reviewed and meets the previously agreed standard for all commemorative coins, as follows: 

‘Jersey coins represent the Island on an international scale, therefore they should portray images which reflect positively on the Island and commemorate a recognised and important event, period or person. The images should be dignified, non-controversial and appropriate to the commemoration and must connote stability, reliability and gravitas’.  

4.     Recommendation

The Minister for Treasury and Resources is recommended to approve the commemorative coin design for 2010 detailed in the attached documents.
