Integrated Children's Centre: Budget and 1.33 FTE Post to Education, Sport and Culture

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

Subject:  Transfer allocated resources from Health and Social Services (H&SS) to Education Sport & Culture (ESC) to ensure the delivery of an integrated Children’s Centre.

 

Decision(s): The Minister agreed to transfer the recurring budget of £60,000 (including 1.33 fte) from a Health and Social Services (H&SS) revenue head of expenditure to an Education Sport & Culture (ESC) revenue head of expenditure to ensure the delivery of an integrated Children Centre, as detailed in the attached report.

 

Reason(s) for Decision: This budget transfer is required as a contribution towards the cost of a children centre co-ordinator (0.33 fte) and parent engagement officer (1.00 fte) who will both work from the Children Centre. This is part of the proposals set out in P82/2012 Health and Social Services: A new way forward. The funding will be transferred from this budget.

 

Resource Implications: The Health and Social Services Department revenue head of expenditure to decrease by £60,000 and Education, Sport and Culture revenue head of expenditure to increase by the same amount. This decision does not change the total amount of expenditure approved by the States.  This transfer will be reflected in the next Medium Term Financial Plan 2016-2019.

 

Action required: The Director of Finance and Information to inform the Department for Education, Sport and Culture that the decision has been signed. The Director of Finance and Information to forward a copy of the signed decision to the Treasury & Resources department and request the necessary approval for the budget transfer.

Budget Transfer TO EDUCATION, SPORT & CULTURE fOR CHILDREN’s CENTRE

 

  1. Purpose of Report

To enable the Minister for Health and Social Services (H&SS) to approve the recurring budget transfer of £60,000 from H&SS to Education, Sport and Culture (ESC) to contribute towards the recurring revenue costs of establishing an integrated children’s centre. 

 

  1. Background

The Children and Young People Framework identified the need for more Children and Family Centres such as the Bridge. Phase one of the Transition Plan set out in P82/2012 prioritised funding for children’s early years’ services. The departure of NSPCC from Pathways provided an opportunity to develop a second children and family centre in an appropriate location on the island.

 

A tri-partite partnership has now been established to test and develop an integrated model of children’s centre.  Similar models have been developed in the UK and have been shown to have a real benefit. Investment from P82/2012 funding will go towards the cost of a centre manager as well as a parent partnership officer both located at the centre.

 

The centre manager will be part of the Primary Schools Senior Management Team whilst the partnership worker will be part of the existing Parent Support Services based at the centre. A detailed service specification (Appendix 1) has been agreed by all partners and includes key metrics which will be monitored.

 

  1. Recommendation

The Minister is recommended to approve the recurring budget transfer in 2014 of £60,000 (including the transfer of 1.33 fte) to Education Sport & Culture (ESC). The transfer is a contribution to the cost of the posts at the date of the transfer as agreed with ESC.

 

  1. Reason for Decision

This budget transfer is required as a contribution towards the cost of a children centre co-ordinator (0.33 fte) and parent engagement officer (1.00 fte) who will both work from the children centre.  The day to day management of the centre will be led by ESC staff.

 

  1. Resource Implications

The Health and Social Service revenue head of expenditure will decrease by £60,000 in 2014 on a recurring basis. This will be taken from the funding allocated for P82/2012 – Health and Social Services: a new way forward.

1.  Aim of the Service

 

  • To actively engage, support and encourage local parents / carers of children with additional needs to be involved in all aspects of the design, delivery, implementation and evaluation of services across child and family centres in Jersey

 

  • To contribute to the co-ordination of  school based children centre

 

2. Service Overview 

 

In partnership with Public and voluntary sector develop and test an appropriate model of Primary School based Children’s Centres to support healthy children and families in areas of need.

 

The Parenting Support Service will work as part of the Primary School based Children’s Centres coordinating team.  In addition the [service provider] will also develop and implement an effective parent involvement plan using community development principles, which will enable parents and carers of children with additional needs to access support and information regarding children’s centres and related services.

 

The Parenting Support Service will recruit, engage and support parents and children’s access to child and family centre services increasing membership and encouraging their involvement in all aspects of the service.

 

 2.1 Services Provided

 

Coordination of services for parents of children with additional needs

 

The Parenting Support Service will contribute to the co-ordination management of the Children’s Centre which will provide an integrated service to universal and targeted health services for families which live within the catchment area. 

 

Parenting support services will be part of the Primary School Senior Team and provide a consistent approach between the activities of the Children’s Centre and the activities of the school, particularly in Nursery and Reception. 

 

 

 

Parenting support services will work with all service providers and parents to ensure the Children’s Centre is a welcoming and easily accessible place for all families living within the catchment area.

 

Parent Engagement

 

The Parenting Support Service will work with parents of children with additional needs within the catchment area to help them make informed choices with regard family activities, accessing health care and educational services. The [service provider] will do this through outreach work visiting people in their own homes within the surrounding community as well as ensuring that children’s centres are a welcoming place which encourages parents to attend.

 

The Parenting Support Service will work with disadvantaged families within the catchment area to ensure that they are able to access the appropriate statutory offer of high quality nursery care families that they are entitled to.

 

The Parenting Support Service  will work with disadvantaged families to access adult learning and volunteering and employment opportunities

 

The Parenting Support Service will work with existing universal services such as Health Visitors, Community Midwives, GP’s, Parenting Support Services and other Community Voluntary Sectors to ensure that parents have the confidence and trust to access these services.

 

2.2 Geographic coverage/boundaries

 

Parenting Support Service will work within the catchment area of each children centre initially.

 

2.3 Location(s) of Service(s)

 

The Parenting Support Service will work at first in the Child and Family Centre located on Samaras Estate. The intention is that the [Service provider] will be asked to extend the delivery of this service to a second Child and Family Centre towards the end of 2014 and a third in 2015 subject to funding. 

 

2.4 Days/Hours of operation

 

The service provider will be expected to deliver the service on a flexible basis which will include evenings and weekends.

Referral Pathways

 

3.1 Awareness and Information

The Parenting Support Service will work with existing service providers to ensure that parents with children who have additional needs  will be offered information about key events during a child’s early years which will include: 

  • Delivery
  • Initial Health Visitor contact
  • First immunisation
  • GP six week check
  • 1st year developmental check
  • 2nd year developmental check

 

 

The Parenting Support Service will maintain a comprehensive, accessible, information based service which will form part of the Jersey On-Line Directory.  The website will include links to existing local and national websites.

 

Parenting Support Service will work with Friends of the Bridge in raising awareness about volunteering opportunities, as part of the recruitment activities. Recruitment activities will include articles and advertisements in local media and may include open days and careers fairs. Opportunities for volunteering will be promoted via the website and local media. 

 

The Parenting Support Service will continually assess the strengths and needs of the local community ensuring that this information informs any subsequent needs assessment and further development of services in the catchment area.

 

3.2  Eligibility and Referral Criteria

 

  • Parents should be living within the catchment area of each of the Family Centres.
  • Parent should be caring for at least one child under 5 
  • Parents who want to become volunteers within the centre should be subject to a DBS check, have experience of parenting and be willing to commit to providing a minimum of 2 hours support per week.

 

3.3 Accessibility / acceptability

 

The Parenting Support Service will promote the children’s centre within the catchment area by attending and taking part in local community activities in order to build awareness of the children’s centres and services on offer. Typically these activities would include school fairs, baby clinic, parents evenings, parish hall fete’s and school open days.

 

 

 

 

Access for people with sensory impairment and/or physical disability

 

The service provider will ensure that the service provided is accessible to all Islanders including those with sensory impairment and/or physical disability.  

 

Access for non-English speaking Jersey residents

5.  Records and Notes

 

The Children’s Centre Co-Coordinator will ensure that all records and notes will be shared and stored in accordance with the appropriate HSSD policies.

 

Volunteers will maintain a record of each volunteer placement. These will include detailed records of all person specific contacts including telephone and face-to-face contacts, and of the activities undertaken.

 

The Parenting Support Service and the Friends of the Bridge Charity will ensure all written records will be maintained electronically, and be secured and shared in accordance with HSSD policies including: 

  • Caldicott Procedures
  • HSSD Information Governance Policy
  • HSSD Child and Adult Safeguarding Procedures

 

 

6.  Communication and Team Working

 

Children’s Centre Coordinator

  • The Parenting Support Service will work as part of the Primary Schools Senior Team.

 

  • The Parenting Support Service will be required to lead a centre based operational group which will be responsible for the day to day running and development of the centre. 

 

Parental Engagement

 

The Parenting Support Service will work closely with the co-ordinators of each of the Children Centres by attending the centre management meetings and other operational groups which are central to the centre improving the engagement of parents.

 

The Parenting Support Service will work with other universal service providers to develop and distribute written information.

 

The Parenting Support Service will provide verbal and written communication to other agencies / other professionals involved in the client’s planned care as agreed with the family and wider multidisciplinary team.

 

The Parenting Support Service will liaise closely with key service providers for early year’s services, including Health Visitors, General Practitioners, Voluntary and Community Sector organisations, Parenting Services, Nursery Providers, Children’s Social Services, Children Adolescent Mental Health Services, Children’s Development Centre, Children’s Respite Services.

 

 

7.  Discharge and onward referral / care planning

 

The Parenting Support Service will work closely with representatives from each Primary School who enrol children who are known to the Child and family centre.  The Parenting Support Services will work with the family and supporting agencies to ensure toward a smooth transition.

 

8.  Staffing and Staff Support

 

Children’s Centre Coordinator & Parent Engagement:

The Parenting Support Service will ensure that all staff will have experience in the following;

  • Experience in volunteering or working with volunteers

 

  • NVQ level 3 or equivalent in a relevant qualification i.e. Child Development, Health & Social Care, Community Development, Child Care.

 

  • Work with Parents City & Guilds Level 3 Qualification or equivalent

 

  • High level of interpersonal  and presentation skills

 

  • Excellent communication and motivation skills

 

  • IT and computer literate

 

  • DBS checked

 

Training and development

 

The Parenting Support Service will ensure that all individuals engaged with the delivery of the service are appropriately trained and have a full understanding of the agreed protocols, guidelines and operating procedures.

 

The Parenting Support Service will ensure that all individuals engaged with the delivery of the service are fully aware of Jersey’s Safeguarding processes and procedures for children and vulnerable adults.

 

Recruitment

 

Parenting Support Service will conduct fair and open recruitment in accordance with best practice.

Policies and procedures

 

The Parenting Support Service will maintain and adhere to its own, policies and procedures for:

  • Ensuring compliance with the Data Protection (Jersey) Law 2005
  • Equipment use (access, procurement, training, maintenance and replacement)
  • Complaints and client feedback
  • Health and Safety, including lone working, client group, supervision, working environment, fire prevention
  • Information governance
  • Confidentiality
  • Multi Agency Child Protection Procedures

Clinical Governance

  • All interventions will be delivered by appropriately trained and competent individuals.
  • The Parenting Support Service will maintain an appropriate level of indemnity insurance to cover volunteer activity
  • All staff will notify social care services when they suspect a child or adult may be suffering or is likely to suffer significant harm, in accordance with Jersey’s Safeguarding Children and Safeguarding Vulnerable Adults procedures.

 

  • The Parenting Support Service an will maintain and adhere to its own, policies and procedures for Infection Control

 

Practice Governance

  • The Parenting Support Service will ensure that the Volunteer Coordinator and all volunteers will receive regular supervision from competent individuals.
  • The Parenting Support Service will ensure that all volunteers working on their own in a client’s home are aware of and behave consistently with the lone worker policy.

 

 

 

 

10.  Information

 

Note: Key information will be available in different community languages and in formats which are accessible to people with visual and hearing impairment. All information provided either in written or electronic form should be consistent with the Crystal mark for ‘plain English standards’.

 

The Parenting Support Service will make available a leaflet which describes the service. This will be provided to all practitioners working with families in the early year’s sector. The leaflet will also be available for the public via local services for children including Family Nursing and Home Care Visitors, General Practitioners, Brighter Futures, The Bridge, Parenting Services, NSPCC, Nursery Providers, Children’s Social Services, Children Adolescent Mental Health Services, Children’s Development Centre, Children’s Respite Services.

 

The Parenting Support Service will provide referred families with a written description of what to expect from the volunteers service when they are referred. This information should include:

  • What to expect from the Children’s Centre
  • Case studies describing volunteers and families experiences of the Children’s Centre
  • Statement of values and principles of the Children’s Centre

 

11.  Activity and Performance Management 

 

11.1         Performance management systems and process

 

The Parenting Support Service will maintain a robust, computerised data collection system.

 

Data relating to outcomes will be regularly collected by Parenting Support Service using appropriate and validated tools.

 

11.2         Reporting and governance

 

Parenting Support Service will implement robust systems that will ensure information governance and accountability.

 

The Parenting Support Service will provide analysed reports to Commissioners annually, by the 31st January of the following year.

 

The Parenting Support Service will meet with the Commissioner annually to review performance. The quarterly report will be submitted to the Commissioner at least one week in advance of the meeting.

 

The Parenting Support Service will also provide details of proposed service improvements and of the progress and impact of any previously agreed service improvements.

 

11.3      Listening to the views of service users

 

The Parenting Support Service will collect client satisfaction data for each family, using qualitative and quantitative measures.

 

11.4         Listening to the views of staff

 

The Parenting Support Service will collect satisfaction information from all volunteers.

 

Relevant, anonymous information will be shared and used to inform ongoing service management and improvement. It is also anticipated that information collected would also be used to inform the future work plan for the Children’s and Young Person’s Strategic Framework.

13.  Service Management

 

Parental support for parents of children with additional needs

The Parenting Support Service will work as part of the Primary Schools Senior Team.

 

Parenting Engagement

 

The Parenting Support Service will form part of a multi-agency coordinating team who will be responsible for the development of the children’s centre. This team will be responsible to a Steering group made up of the Senior Managers of the co-ordinators involved in the operational management of the children centre.

The initial pilot will be start at one location where [the service provider] will work at first in the Primary School based Children’s Centre located on Samaras Estate. Parent Engagement

 

The Parenting Support Service will ensure that parent engagement with the child and family centre continues to strengthen by working closely with service providers represented at the Early Years Child Care Partnership and by listening to the views of families. This will include the ongoing involvement and participation of children and families from all parts of the community.

 

The Parenting Support Service will continually review service provision, in order to improve systems and processes and provide a strong customer focus. The Parenting Support Service will also work closely with other relevant teams to integrate service developments.
