Consolidation of Capital Votes.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The Minister instructed officers to consolidate the remaining budgets on JZ0010: - Radiology System; JZ0012 - Sys. Integrator; JZ0026 – Telemedicine; JZ0029 - Group Homes 2001; JZ0038 - Day Surgery Unit; JZ0043 - Ambulance System; JZ0069 - 2006 Replacement Equipment; and JZ0077 - 2007 Replacement Equipment into budget JZ0106 – 2008 Equipment Replacement.

He further instructed officers to consolidate the remaining budgets on JZ0071 – UPS, JZ0072 - IT Systems Replacement, JZ0075 - ICR Secker House into budget JZ0073, to be renamed ICR Project.

Reason(s) for Decision:

The consolidation of these capital budgets is necessary to assist H&SS Department meet the requirements of GAAP accounting from January 2009.

Consolidation of Capital Votes  

  1. Minor Capital Budgets

 

The transition to GAAP accounting will require amendments to the procedures applying to expenditure through capital votes.  In preparation for GAAP accounting the expenditure and budgets which relate to completed projects are being transferred to completed works in accordance with instructions received from the Treasury.  Following these transfers budgets will remain on certain old schemes as follows:

It is proposed to transfer these remaining budgets to JZ0106 - 2008 equipment replacement thus consolidating all remaining minor capital funding on this budget.  Subsequently as part of the transfer to GAAP accounting an element of this consolidated budget will be moved to revenue in 2009. 

  1. IT Projects

 

The development of IT systems within Health & Social Services, the Integrated Care Record, (ICR) project is currently funded through several separate capital votes.  It is proposed to consolidate these into one vote by transferring the remaining budgets below to JZ0073 - ICR Project Office, to be renamed ICR Project:

Subsequently as part of the transfer to GAAP accounting an element of this consolidated budget will be moved to revenue in 2009 in accordance with the assessed split between capital and revenue of the ICR project. 

  1. Recommendation

 

It is recommended that the Minister for Health and Social Services approves the transfer of the budgets remaining on the votes specified above to JZ0106 – 2008 Equipment Replacement and to JZ0073 which would be renamed ICR Project.
