La Route des Genets / Le Mont Gras d'Eau: Bus Shelter Installation

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):  The Minister approved the installation of a new bus shelter on La Route des Genets west of the junction with Le Mont Gras d’Eau and pedestrian improvements at the junction to include kerb buildouts and dropped kerbs.

 

Reason(s) for Decision: To provide a more comfortable user experience for bus users and improved facilities for pedestrians accessing both east and west bus stops and school children walking up Mont Gras d’Eau to Mont Nicolle School as part of a Safer Routes to School.

 

Resource Implications: The works are to be funded out of money allocated through Planning Obligation Agreement monies from nearby developments.

 

Action required: Highways team to prepare detailed design.

GROWTH, HOUSING AND ENVIRONMENT

 

INSTALLATION OF WESTBOUND BUS SHELTER AND PEDESTRIAN

 

IMPROVEMENTS AT JUNCTION OF ROUTE DES GENETS AND LE MONT GRAS D’EAU

 

 

Purpose of the Report

 

To approve the installation of a westbound bus shelter on La Route des Genets west of the junction with Le Mont Gras d’Eau and pedestrian improvements at the junction of both roads.

 

 

Background

 

The States of Jersey Strategic Plan aims include the objective of improving Islanders’ wellbeing and mental and physical health by removing barriers to using sustainable transport by providing improved footpaths, road crossings and other similar infrastructure in line with the STP.

 

Funding has been allocated through Planning Obligation Agreements for pedestrian and sustainable travel improvements in the immediate area around the junction of Le Mont Gras d’Eau and La Route des Genets.

 

 

Discussion

 

Road safety requests have been received by the Department regarding crossing Route des Genets from the bus stops to Silver Springs and to access Mont Nicolle School and the difficulty of less mobile pedestrians to access the footways due to the lack of dropped kerbs in the area.

 

A topographical survey has been carried out and determined there is available road space that could be re-allocated for pedestrian use. This will include building out the junction of Le Mont Gras d’Eau to improve visibility to traffic on Route des Genets and incorporating dropped kerbs to access the footway.

 

Two new crossing points complete with dropped kerbs at either end of the west bound bus layby will be established within the existing footway to give more options for crossing. The western crossing place will feature a kerb buildout on the north side as well as the south side. This, along with relocating the school part-time 20 signage, will reduce the overall width of the road to six metres and make a gateway feature before the school road.

 

The existing wall will be altered to incorporate a bus shelter on Public land.

 

The kerb buildout areas will have no impact on the flow of traffic

 

 

Conclusion

 

Localised kerb buildouts and drop crossing facilities will help pedestrians cross the road without significantly hindering traffic flows.

 

 

 

Recommendation

 

The Minister is recommended to approve the installation of a new bus shelter on La Route des Genets west of the junction with Le Mont Gras d’Eau and pedestrian improvements at the junction to include kerb buildouts and dropped kerbs.

 

 

Reason(s) for Decision
