La Grande Route des Mielles: Roadside Parking: Installation of bollards

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

INFRASTRUCTURE, HOUSING AND ENVIRONMENT

 

LA GRANDE ROUTE DES MIELLES ROADSIDE PARKING

 

Purpose of the Report

 

To request the Minister to approve the formalisation of roadside parking on La Grande Route des Mielles (5-Mile Road) in the vicinity of the “chicken wire” walk.

 

Background

 

In August 2020, the Connétable of St. Brelade wrote to the Minister regarding roadside parking along La Grande Route des Mielles (5-Mile Road) and its conflict with other road users and pedestrians using the area.

 

The parking occurs approximately 400m north of Le Braye Slip and the junction with Chemin des Basses Mielles, where there is a pedestrian beach access, colloquially referred to as “the chicken wire”.

 

It is understood that this is mainly in the summer at weekends when the other car parks are full.

 

The parking causes damage to the roadside edge and verge.

 

Proposal

 

It is proposed to formalise the parking on the verge area with the installation of timber bollards and protect the road edge by installing kerbs.

 

The existing road width is 6.5m with an additional 2.6m verge area on the seaward side which is administered by IHE Highways.

 

It is proposed to maintain a 6.0m clear carriageway width which would allow a bus and a car to pass a parked vehicle comfortably. The remaining 3.1m will be separated into 1.9m wide parking bays with a 1.2m wide footpath beyond.

  • The footpath adjacent to the parking bays will be protected by a line of timber bollards.
  • The road edge will be strengthened with low level kerbing.

Recommendation

 

The Minister is recommended to approve the implementation of a scheme to formalise the roadside parking and pedestrian areas.

 

Reason(s) for Decision

 

To provide provision for formal roadside parking along La Grande Route des Mielles in the vicinity of the “chicken wire” footpath, without hindering through traffic and pedestrians.
