Staff accommodation - rent increases 2007-2008

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The Minister approved an increase of staff accommodation rentals for the period 1st June 2007 to 31st May 2008 as detailed on the attached sheet.

Reason(s) for decision:

To reduce the subsidised cost of providing staff accommodation.

Action required:

i) Seek approval of Treasurer of the States under Financial Directions 4.1 para 5.11 to 5.14.

ii) Director of Estates to increase accommodation charges as detailed.

Staff Accommodation – Rent Increases 2007 - 2008

1. Background

1.1 Ministerial Decision reference MD-HSS-2006-0035 confirmed approval to increase Health and Social Services staff accommodation rentals for the period 1st June 2006 to 31st May 2007.

2. Present

2.1 The cost of housing staff including leases, subsidies, servicing, maintenance, and administration is presently £440,000 per annum.

2.2 Following a review of last years rentals when increases of between 2.4% and 10% were approved it is recommended that only cost of living rises are made to rents for most units for the period 1st June 2007 to 31st May 2008.

2.3 However in the case of Hampton Villas and The Norderly which are both shared houses that have been recently refurbished it is recommended and increase of 10% is imposed to Hampton Villas and 8.8% to The Norderly is made.

2.4 Domestic and service charges will be increased by cost of living.

2.5 Utility charges such as electricity, oil, rates etc will be passed on at cost.

2.6 The cost of living increase over the last 12 months has been 4.4% (March 2006 – March 2007).

2.7 Over the last 12 months, the following pay awards have been made to hospital staff: -

a) Civil Servants – 4.4% from 1st June 2007

b) Medical Staff – Between 1.0 and 3.2% from 1st April 2007

c) Nursing Staff - 4.4% from 1st June 2007

2.8 Due to some increases being above cost of living (4.4%) it is necessary to gain approval from the Minister for Finance and Resources.

3. Recommendation

The Minister for Health and Social Services is recommended to: -

i) Approve the staff accommodation rent increases as detailed on the attached schedule for the period 1st June 2007 to 31st May 2008.

ii) To seek approval of the Minister for Finance and Resources to increase some of the rents above the rate of inflation of 4.4%.
