Approval to include Le Pulec, Le Grand Etacquerel and Le Petit Etacqueral, st Ouen, on the list of Sites of Special Interest

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

  Article 51 Paragraph 3(b) to describe the Site with sufficient particularity to enable it to be easily identified;

  Article 51 Paragraph 3(a) of the Law to show in relation to the Site which one or more of the special interests set out in paragraph (2) attaches thereto, and;

Expanded Description of Geological Interest

 

The northwestern corner of St Ouen’s Bay spans the contact between the North-west Granite and the Jersey Shale Formation and has outcrops typical of such igneous/sedimentary relationships with contact metamorphosed layers and a striking landscape stemming from the differential erosion of the two very distinctive rock types.

 

The Site comprises a relict sea stack which, together with Le Petit Étacquerel to the south, constitutes a fine example of sea erosion when the sea level was higher in the past. The rocks contain some of the best teaching geology in the island with a range of sedimentary structures and comparatively simple bedding forms. The sedimentary rocks have been metamorphosed, or baked, by the later granitic intrusion and show interesting mineral developments.

 

 

Activities referred to in Article 55(1) of the Law which may be undertaken on the Site without the Minister’s permission

 

The activities listed in Articles 55(2)(a) and (b) may be undertaken on the Site provided that such activities do not contravene any other statutory provision.

 

All other activities listed in Articles 55(1) and (2) of the Law require the express prior consent of the Minister.

Expanded Description of Geological Interest

The Site comprises a relict sea stack which, together with Le Grand Étacquerel to the north, constitutes a fine example of sea erosion when the sea level was higher in the past. The rocks contain some of the best teaching geology in the island with a range of sedimentary structures and comparatively simple bedding forms. The sedimentary rocks have been metamorphosed, or baked, by the later granitic intrusion and show interesting mineral developments.

 

Sedimentary structures typical of the Jersey Shale Formation and indicative of their environment of deposition some 600 ma ago are beautifully exposed between the Slip du Sein and the seawall and this area has seen the accumulation of boulders fallen Le Grand Étacquerel above when the Germans excavated for their casemate and exhibiting complicated fold structures penecontemporaneous with deposition. These fold structures tell of the origin of the sediments in this area as deposits related to rapidly flowing undersea currents – speeds beyond 60 kph are known in modern slides of this sort. These are known as turbidity or gravity currents and were the main mechanism of deposition of the most of the several thousand metres thickness of the Jersey Shale Formation.

 

Comparatively simple sedimentary layering is preserved along the roadside cutting above the Slip du Sein with another form of sedimentary structure evident in the small quarry making the corner at the bottom.

 

In the southern part of the Site is the gully marking the La Bouque Fault which is the outward boundary of the metamorphosed zone. The Jersey Shale Formation/ North-west Granite boundary is marked by the main slopes just outside of the Site to the north with the resistant granite forming the Landes and the sedimentary rocks the lowland belt.

Expanded Description of Geological Interest

 

The Site provides a clear and well defined boundary between the Jersey Shale Formation and the North-west Granite at an accessible location. The Jersey Shale Formation was intruded by the North-west Granite more than 500 ma ago and the three dimensional form of the contact has been exposed by deep erosion over an exceptional 400 m of shoreline and cliff. Aplite veins, formed late in the granitic intrusion, stand out by their uniform salmon pink colour. Equally associated with the granitic intrusion was the mineralization of the Jersey Shale Formation to give veins of sphalerite-galena-dolomite and even silver (this last now hidden under the present day beach). It is very rare to find a sediment/granite contact exposed as here since such contacts are usually lines of weakness that are readily eroded and then covered by soil or other soft deposits.

 

A range of geomorphological features occur including cave notches at the 8 metre level filled with mixtures of raised beach, head and loessic head.

 

On the land side of the slipway and where it opens to the beach, there are two exposures of the 8 metre raised beach. Both are overlain by about 6 metres of periglacial head from the last Glacial period, the Devensian. The beaches and overlying head sit in the innermost levels of narrow gullies which have been cut off from their lower parts by the slipway.
