Logos II Accident Report published

​The United Kingdom ’s Marine Accident Investigation Branch (MAIB) has published their report into the two shipping incidents that occurred on 20 and 26 June 2007 when the passenger ship Logos 11 visited the Island .

The Report identifies a number of factors which contributed to the accidents. It notes that an audit had not been undertaken to verify the port's compliance with Port Marine safety and there had been no formal risk assessment for the visit of the vessel. Detailed recommendations to improve the overall safe operation of the port of St Helier are also included.

Deputy Alan Maclean, Assistant Minister for Economic Development with specific responsibility for the Harbour welcomes the comprehensive report. He commented," I am pleased with the detailed and extremely helpful analysis and conclusions of the report. It acknowledges that the ship is difficult to handle and that there is little manoeuvring room in the harbour for such a large vessel. Jersey Harbours has learnt a number of important lessons concerning risk assessment, verification and audit processes, towage guidelines, practical pilotage planning and radio procedures."

He continued, "Safety must of course be at the heart of Jersey Harbours’ work and we have accepted that the existing organisational structure needs to be adjusted. Plans are already well advanced to accomplish this and I have asked the Department’s Chief Executive, Mike King, to take direct responsibility for supporting Jersey Harbours in moving towards a better, more focussed structure.

Other changes will include defining Jersey Harbour’s remit more closely so that such matters as accident investigation, safety inspection of visiting ships (known as Port State Control) and the Jersey Shipping Register are clearly the responsibility of the Regulatory Services Directorate of the Department and not of Jersey Harbours. This reflects the separation that exists in the UK and elsewhere and will remove possible conflicts of interest.
