Responses to Managing Migration White Paper published

The security of individuals’ data and how the data will be maintained accurately were the principal concerns raised by those responding to the consultation paper setting out proposals for a Population Register and a Jersey Names and Address Index (JNAI) as new mechanisms for managing migration.   

Deputy Ian Gorst , Chairman of the Migration Advisory Group, emphasised his commitment to ensuring that such concerns were addressed and welcomed the fact that the proposals did not arouse strong objections. He went on to express his disappointment at the small number of responses to the consultation paper. 

To ensure that all the issues surrounding the proposals are thoroughly debated, further comment is being sought, particularly on the combined registration card and the issue of sharing name and address information between States departments. In addition, questions are being posed in the 2008 Jersey Annual Social survey, in particular around the proposed introduction of a combined registration card.

The draft Jersey Names and Address Index ( Jersey ) Law 200- and the Migration ( Jersey ) Law 200- Part 1 will be published this summer for further consultation.  

Deputy Gorst commented that: ‘As well as further opportunity for public comment, this approach will allow greater opportunity for the mapping out of processes, structures and technical solutions that will support the new mechanisms. This work will enable a more informed debate, which can only be beneficial for a proposal of this nature.’
