New scheme to improve rental standards

​All landlords and property agents will soon have the opportunity to join a scheme designed to improve the standard of rental accommodation in Jersey.

Rent Safe is a voluntary accreditation scheme for landlords and agents that demonstrates they take their tenants welfare seriously. It gives potential tenants information on landlords who are registered or accredited with the scheme.

  • an 'accredited' landlord takes action to resolve issues quickly and works to make sure the property continues to meet minimum housing standards.
  • a 'registered' landlord is working on further improvements to their properties to meet the minimum requirements of the scheme and become accredited.

Overall there are three categories within the accredited status. Properties with five stars meet the highest standards. If a property doesn't meet the minimum standard, a landlord who is working towards those standards can become a registered landlord.

The scheme is overseen by Environmental Health in the Department of the Environment, which also investigates complaints about the standard of rental accommodation.

The Director of Environmental Health, Stewart Petrie, said "The quality of our home has a direct effect on our health, mental well-being and our pocket. A badly insulated two-bedroom flat can cost £600 per month to heat.

"Introducing Rent Safe means people who rent a property in Jersey will know from the outset that their landlord takes his or her responsibilities seriously and that they will benefit from a home which meets a basic minimum standard."
