Ministers seek an Independent Advisor as ‘critical friend’ in the development of new healthcare facilities

The Ministerial Group who oversee the development of new healthcare facilities in Jersey are looking to appoint an on-Island independent advisor to act as a ‘critical friend’ to the programme. 

The successful applicant, who will be appointed through an independent selection process, will support the Chief Minister, Minister for Infrastructure, Minister for Health and Social Services, and Minister for Treasury and Resources. 

The Minister for Infrastructure, Deputy Tom Binet, commented: “This is part of our commitment to transparency, clear decision making and rigorous governance. As we develop the feasibility studies and a Strategic Outline Case for the Island’s essential new healthcare facilities, it is important that the Ministerial Group receives robust challenge. The addition of an external local voice will provide a valuable extra dimension to our meetings.” 

The Advisor will help to provide assurance that decision making information is comprehensive and outlines both the positive and negative implications of different options, and that any courses of action recommended to Ministers is effectively challenged and explored. They will ensure that the frameworks for Ministerial decision making are robust and effective.

The New Healthcare Facilities Ministerial Group normally meets once per month, during working hours. The appointed Independent Advisor may also be required to attend training events relevant to their duties as well as provide feedback to officers as required. The time commitment is expected to be approximately 15 days a year. 

Given the significant public interest in this matter and the reasonable time commitment required, the renumeration for the independent member of the New Healthcare Facilities Ministerial Group has been agreed at £12,000 a year.
