Minister for Infrastructure publishes Independent Report on Havre des Pas Bathing Pool and Café EOI Process

Constable Andy Jehan, Minister for Infrastructure, has today published Jurat Olsen’s report into the Expressions of Interest, EOI, process for the Havre des Pas Bathing Pool and Café.

The report concludes that while the initial phase of the EOI process was fairly administered, shortcomings were identified in the second phase. The Minister has acknowledged these findings and that there are aspects where the process fell short.

In response, the Minister is withdrawing the previous Ministerial Decision to award a lease to First Point and restarting the second phase under independent oversight. Jersey Business will lead this work. Negotiations will recommence with Love Our Lido in the first instance, with the aim of agreeing a lease by the end of January 2026. 

The financial terms remain unchanged: an annual payment of £60,000 towards running and maintenance costs. 

Constable Andy Jehan, Minister for Infrastructure said: "This review was commissioned to address concerns raised publicly and in the States Assembly. I ensured that the assessment was undertaken independently, and I am grateful to Jurat Olsen for his work.

"The report is carefully worded and considered, and should be read in full. I accept its findings that the second phase of the process was not conducted as fairly as it should have been. To address the concerns raised, we will re-run the second part of the process under independent oversight.

"This has been a long-running and highly politicised issue, and a challenging environment for Ministers, let alone officials, to work through. 

"It remains essential that vacant possession of the site is secured on or before 25 December 2025 to allow the process to be properly concluded and a lease awarded to a new party. 

"However, I want to reassure Islanders that, now and for the remainder of December, the Havre des Pas Bathing Pool, toilets, and changing rooms will remain open to the public."​
