Planning permission granted for 42 sheltered homes at St Joseph’s Care Home

The Minister for the Environment, Deputy Steve Luce, has granted planning permission for the development of 42 sheltered homes for over-55s at St Joseph’s Care Home, St John’s Road, St Helier, following the outcome of a planning appeal. 

The original application, P/2025/0155, was refused by the Planning Committee in July. The applicant subsequently appealed, and the case was reviewed by independent planning inspector Philip Staddon, who recommended approval. 

In his report, the inspector highlighted strong support for the principle of the development and the pressing need for extra care housing for older people in Jersey. He noted that the proposal aligns with the policy of ‘rightsizing,’ offering high-quality accommodation for later life while helping to free up larger homes for family use. 

The inspector acknowledged that the appeal involved complex planning judgements, particularly regarding the site’s location within the green backdrop zone. A key consideration was whether the scale, layout, and design amounted to overdevelopment. After assessing the proposal against Island Plan policies, the inspector concluded that it did not constitute overdevelopment and would not significantly harm the area’s landscape character. He also praised the design quality and its responsiveness to the site’s context.

On balance, the inspector found the proposal consistent with the Bridging Island Plan and worthy of support. The Minister agreed with the recommendation and granted permission, subject to conditions and a planning obligation agreement. 

Deputy Steve Luce said: "This decision reflects the importance of providing high-quality housing options for older Islanders. The development at St Joseph’s Care Home will help meet a clear need for sheltered accommodation, supporting our policy of rightsizing and ensuring that people can live comfortably and independently in later life. It also demonstrates that, with careful design and planning, we can deliver new homes without compromising the character of our Island."​​
