Planning application: P/2025/0349 Palm Grove Farmhouse, Palm Grove, St Helier

The Minister for Planning and Regulation, Senator Sir Mark Boleat, has granted planning permission to create an area of parking, with associated landscaping, at Palm Grove Farmhouse in St Helier, following the consideration of a planning appeal. 

The original application, for land south of Palm Grove Farmhouse, was refused by the former Planning Committee in January this year. The applicant appealed the decision, and the case was reviewed by independent planning inspector Sue Bell, who recommended that planning permission be granted, subject to five conditions. 

The Inspector concluded that the determining issue in this appeal was the design and siting of the proposed development, and the effect of the proposals on the character of the adjacent valley, which would be of a high quality of design. She also noted that the plans would respect the landscape and townscape character of the area and would protect the Island’s identity.

The Minister agreed with the Inspector's assessment and recommendation and granted planning permission, subject to planning conditions and a planning obligation agreement. ​
