Jersey Schools Review Framework

About the Jersey Schools Review

The Jersey Schools Review is an independent assessment of the quality of education in all Government of Jersey primary and secondary schools in Jersey. The framework along with an independent evaluation are available below.

Jersey Schools Review Framework

When the reviews will take place

From September 2022, a team of reviewers will visit each school for 3 days and will write a report on their findings. All schools will be reviewed within a 2 year period. It's our intention that all schools will have been reviewed by December 2024, when we will start the process again.

Before each review, schools are given four working days’ notice, and will be expected to notify parents and carers as soon as possible prior to the review taking place.

Aim of the review

Your child’s development and achievement is at the heart of our education system in Jersey.

The main aims of the Jersey Schools Review are to:

  • ensure pupil wellbeing and personal development
  • determine if pupils are achieving as much as they can
  • provide information to you, as parents and carers
  • confirm standards are being met
  • promote school improvement
  • encourage schools to work together
  • ensure public money is being used effectively

The Jersey Schools Review Framework aspires to further enhance the effectiveness of education in Jersey through the evaluation, support and challenge of schools.

Our ambition is to continue to build an education system that is comparable to, or better than, other high performing jurisdictions. This will ensure that children and young people in Jersey are given the best offer possible.

Who will review the schools

A review team has been established to lead each school review. They are made up of:

  • an external Lead Reviewer experienced in conducting reviews in other jurisdictions
  • a Senior Adviser from the Department for Children, Young People, Education and Skills (CYPES)
  • two or more Senior School Leaders currently working in Jersey schools

What will be assessed

During the three-day review, the review team will check the following key areas:

  • pupils are learning in a safe, nurturing environment
  • behaviour and personal development of pupils
  • standards of teaching, learning, and achievement
  • effectiveness of the school’s leadership

To gain an understanding of how well the school is doing in each of these areas, the review team will:

  • speak to pupils
  • meet with and survey staff
  • look at pupils' work
  • observe lessons
  • review school data and other information

Schools will not be expected to do anything different to what they usually do on a day-to-day basis, both in the run up to the review and during the review itself. The review should not be disruptive to your child, or other children. The reviewers may wish to ask children questions during the 3 days, but these will be informal, positive exchanges. The final report will not contain any individual names or details, and the process will be fully GDPR compliant.

Information for parents

How to give comments

In the communication from the school prior to the review, parents and carers will be invited to complete a questionnaire about the schools. This information will help to inform the Lead Reviewer when gathering evidence about the school.

Publication of reports

Following each review, the school, parents and CYPES will receive a short report of the findings. The report of your child’s school will be published within 19 school days of the end of the review.

There will be no overall judgement of a school. However, a school will be assessed under the four key areas detailed in the Jersey Schools Review Framework Handbook. If a school has a number of areas that require significant improvement, a School Improvement Board will be convened to support the school in making fast and enduring change.

The Jersey Standards for Independent Schools

Existing and new independent schools in Jersey currently are reviewed against the requirements of the Education (Jersey) Law 1999 and the minimum standards set out in the handbook provided below.

Some independent schools have also opted to engage in Independent Standards Inspections (ISI), who publish these reports on their own websites.
