Travel plans assessment

What travel plans are

A travel plan is a series of measures to encourage safe, healthy and sustainable travel choices, help reduce the use of cars and our carbon footprint and manage demand on our Island’s transport system. 

You can use travel plans to rethink how people can travel to:

  • workplaces
  • schools
  • larger developments
  • residential areas

Your travel plan should be evidence-based, look for areas to improve and provide solutions. It should include:

  • how people currently travel
  • objectives
  • targets
  • action plans
  • management and monitoring

Use the following guidance and toolkit to help you create your travel plan. This can be used if you’re a business, school or property developer.

Try to make your plan fit for the future. You should also consider that digital systems are accessible to many people but can exclude those who do not have access to technology.

Planning for inclusive travel

You must make it as easy as possible for all users to access your premises, including:

  • having signs that are clear and visible
  • making sure nearby footpaths are kept clear
  • providing disabled parking. This should be closer to your entrance than other parking and built to minimum standards
  • having step-free, wide entrances and emergency exits

Travel planning for larger developments

Projects for larger developments must have a travel plan that meets the requirements of the Bridging Island Plan 2022 to 2025, Policy TT1 - Integrated safe and inclusive travel. These will be implemented as part of the development planning process.

Larger developments are buildings that have:

  • more than 5 units of accommodation
  • office or retail use of 200 square metres and above
  • development proposals that can create significant amounts of movement

Why you should create a travel plan

The Government is committed to improve sustainable transport as part of the Sustainable Transport Policy. To find out more visit sustainable transport. 

Road transport is the biggest source of greenhouse gas emissions in Jersey. It accounts for more than 30% of all our direct emissions. Part of the Island’s plan to achieve net zero emissions is to change the way we travel. We need to move to low-emission vehicles and increase our use of public transport and journeys we do by walking or cycling.

Travel plans benefit individuals, organisations and the environment. They help identify where positive changes can be made. Travel plans can give more options for people to travel actively which can improve physical and mental health and reduce congestion and pollution.
