About the consultation

In July and August 2013, the Chief Minister’s Department consulted Islanders about the proposed development of a Charities Law for Jersey. That consultation focused on the broad principles of whether a law should be introduced.

Based on the feedback received to first stage consultation, a draft Charities Law was developed. 

A second consultation exercise, focusing on that draft law, was completed during March and April 2014. A summary of the feedback received to this second stage consultation, which sets out how the draft Charities Law will be amended in response to the feedback, can be downloaded below. 

The amended draft was lodged on 2 June 2014, for debate by the States in mid-July 2014. The amended draft law, and an accompanying report, is available on the States Assembly website.

Responses to the consultation

​This consultation paper sets out proposals for a two phase approach to the law which is designed to promote public trust and confidence in charities operating in Jersey.

Phase one provides for the introduction of a new law and focuses on four main areas:
  • a new definition of charity
  • the establishment of a charities commissioner
  • the creation of a public register of charities
  • basic duties and responsibilities for charity trustees
Phase two provides for regulatory standards for charities to be introduced at a later date following consultation.
