About the consultation

Views are wanted on the proposed Public Health and Safety (Dwellings) (Jersey) Law, which seeks to set and enforce standards for the health and safety of dwellings.

Evidence shows that inadequate housing conditions can cause problems for both physical health and social and mental well-being, and the law's key principle is that any residential premises should provide a safe and healthy environment for any potential occupier.

The draft law would change the way dwellings are inspected to a risk-based approach which would determine the hazards and how likely injury or illness would be to occur. This system is based on a large amount of data on the reasons for hospital admissions in the UK and the links to poor housing conditions.

The law will give the Minister for Health and Social Services responsibility for promoting minimum health and safety standards for dwellings and the promotion of domestic energy and water conservation.


The passing of the new law will be subject to the usual political processes, once public feedback has been assessed.
