About the consultation

The Southwest St Helier Planning Framework will, when adopted, replace the 2008 Esplanade Quarter Masterplan, which is out of date and too prescriptive.

The draft Southwest St Helier Planning Framework divides the area into ten zones - referred to as key opportunity sites (KOS) or port development sites (PDS) – and presents a vision for the development of each.

The character and needs of each KOS/PDS varies greatly, but the framework sets out six key principles common to them all. The principles are:

  1. there will be improved connectivity and movement
  2. there will be open space
  3. there will be a wide range of viable uses
  4. the quality of architecture and space around buildings will be exemplary
  5. proposals for major new developments will be accompanied by a height analysis detailing the context of the wider area street width and impact on views. The views of the community and the impartial Jersey Architecture Commission will be listened to
  6. views will be protected or enhanced

Public meeting dates

A community engagement event will be held on Monday, 9 September from 1.30pm to 4.30pm at the Radisson Blu Waterfront Hotel consisting of two consecutive sessions:

  • the first, run by the Government of Jersey, will last for two hours and is a chance to hear more about, and to share and discuss your views on, the proposed future planning guidance;
  • the second, run by the States of Jersey Development Company, will last for an hour and will be a workshop to explore how the planning principles that emerged through community discussion might be applied in practice.

Building on their successful previous engagement, both sessions will be supported and jointly facilitated by colleagues from the Design Council.
