About the consultation

The Minister for the Environment is seeking views on draft regulations ahead of bringing the Food (Jersey) Law 2023 into effect. These regulations are key to modernising Jersey’s food laws and strengthening consumer and public health protections.

Expected to be lodged in December 2025 and debated in January 2026, the draft regulations include:

  • mandatory allergen labelling
  • a licensing scheme for food businesses
  • updated food hygiene rules, replacing outdated legislation

This consultation is also an opportunity to explain the rationale behind the proposals and raise awareness of the changes.

How to submit comments to the consultation

The consultation includes a number of specific questions on which we would welcome your views. There is also space for general comments. Before responding, we recommend that you read this consultation paper, which provides important background and context.

For ease of reference, the questions are included at the end of each section and are also available in the online or electronic submission link.

When responding, indicate the capacity in which you are submitting your views, whether as a food business, a representative body or professional organisation, or as a member of the public. This helps the Regulation Directorate understand the perspective behind each response and ensures that feedback is considered appropriately.
