About the consultation
​We developed a Shoreline Management Plan (SMP) to protect our Island from coastal flooding over the next 100 years. This will make sure:
- our coastal defences can protect homes and businesses
- we can manage future flood risks
Havre Des Pas has the highest risk of coastal flooding and is the top priority for action.
We’ve created early design ideas of what the scheme at Havre Des Pas could look like. This considered feedback received in the stakeholder workshops report.
We would like your feedback to help shape the next stage to determine the concept designs.

Early designs
The Havre des Pas coastal flood alleviation scheme focuses on the coastline from La Collette to La Grande Charrière Slipway.
It has 4 zones:
Zone 1: La Collette Gardens
This area includes land reclamation.
The new land will be up to 40 metres wide in some places and at least 10 metres wide in others.
The main purpose is to support construction work during the project. This area will be used to store materials and equipment.
Once the work is finished, the area will be landscaped to create new coastal gardens. These gardens will connect the promenade to the existing gardens and to Fort Regent.
Zone 1: La Collette Gardens concept design
Zone 2: Havre des Pas Promenade West
The existing wall in this zone is a sloped wall and the proposed new wall will be vertical.
The new wall will be built around 3 metres in front of the existing. However, because it will be now vertical we can create a 15-metre wide new piece of land.
This enables the flood protection to be provided, plus by filling in over the sloped portion of existing wall.
At Fort d’Auvergne rocks the promenade narrows to minimis the impact to the Geological Site of Special Interest (GSSI) rock body.
Zone 2: Havre des Pas Promenade West concept design
Zone 3: Havre des Pas Promenade East
The wall in this zone will be advanced by around 12 metres. The construction of the new sea wall will be set to tie-in with the first span of the bridge to the Bathing Pool. The bridge span is 12 metres.
In this area a 10-metre spacing between the primary and secondary wall is required to ensure the standard of flood protection is provided.
The section of defences at the eastern end near Le Dicq rocks will be wider than 12 metres. This will enable a green buffer zone to be provided between the existing properties and the new promenade and cycle path.
Zone 3: Havre des Pas Promenade East concept design
Zone 4: La Greve d’Azette Beach
The land will be extended by about 20 metres.
Like Zone 3, this section will also include a 10-metre space between the primary and secondary sea walls to meet flood protection standards.
To help protect the privacy of local residents, a 10-metre-wide green corridor will be created between the existing sea wall (garden boundary walls) and the new promenade and cycle path. This is why this section is 20 metres overall.
This extra space will also allow the scheme to be adapted in the future, beyond its 100-year design life.
