Under the freedom of information law, please would you give me the estimated project cost of the hospital being rebuilt on the exiting site, including the temporary relocation of existing services in the Gwyneth Huelin Wing, Peter Crill House and the existing administrative / logistics area and a new build on a green field site?

Funding proposals for new hospital

The most recent costing estimate, being approximately £466 million.

This information is also set out within Reports and Propositions lodged before the States Assembly including “Future Hospital: Preferred Site” (P.110/2016), “Budget 2017” (P.109/2016) and “Future Hospital: Funding Strategy” (P.130/2016).

It is assumed that the final part of the first request relates to whether a cost has been developed for the same configuration of services for the Preferred Site developed as a new build on a green field site. No such option has been developed as it would not make for a safe, affordable or sustainable hospital. This is because the Preferred Site option utilises existing infrastructure on the current General Hospital site that would not be available on a green field site. It would take approximately 6 weeks and significant cost to develop such an option and this is not believed to offer good value for money.

What has been developed and costed on a like for like basis are a number of new build, green field site options. These are set out on the Future Hospital website to aid public understanding and can be found at the following link:

Line 76 identifies that the main hospital construction is estimated to commence in February 2019 and Line 81 identifies that full occupation would be achieved in October 2022 – a period of 3 years and 9 months. If the whole programme period is being referred to in the request this would be the period from July 2016 until October 2022 – a period of 7 years and 4 months.

As indicated in the response to response A, no new build, green field site equivalent option to the Preferred Site has been prepared and therefore no timescale for the estimated build to occupation time is available.

However, estimates for the total programme for other new build, green field options have been developed and can be found on the Future Hospital Website at the following link:

These suggest that new build options then under consideration would take a total of 4 years 3 months from (June 2018 until August 2022) to develop from build to occupation.

It should be noted that the Preferred Site option also includes significant up-front enabling and relocation works, hence the main hospital construction period is shorter.
