Please may I ask the following questions:

A

How much in total was paid to Hopkins Architects and other architects/engineers who were involved in the design of the exterior of the incinerator by the States of Jersey?

B

What was done to improve the visual impact of the incinerator, based on the recommendations from Hopkins Architects?

C

How much was spent on building and implementing the plans for the exterior enhancement of the incinerator, based on recommendations that were made by Hopkins Architects?

Response

A

The costs of the design and construction contract are not split into various elements. This means that the exterior design construction costs are subsumed into the overall costs and it is not possible to separate them within the timeframe available under the Freedom of Information (Jersey) Law 2014.

B

The architectural design was produced by Hopkins and approved by the Planning Minister. The building was constructed to the design and signed off by Hopkins. The Landscape design was constructed and the tree planting scheme implemented as per the design.

C

As in (1) above, the costs of the design and construction contract are not split into various elements. This means that the exterior design construction costs are subsumed into the overall costs and it is not possible to separate them within the timeframe available under the Freedom of Information (Jersey) Law 2014.

Reason for refusal: Freedom of Information (Jersey) Law 2011 Part 2 Access to information held by a scheduled public authority.

Article 16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed the amount determined in the manner prescribed by Regulations.

Justification for refusal: Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information
