The number of government employees (including Supply teachers) who have been redeployed to other roles during the period 23rd March to date;
B
The number of Supply teachers who have redeployed to other roles during the period 23rd March 2020 to date;
C
how many of those in (B).
i. Had either ongoing work at 23rd March 2020 or were scheduled to work at some time during the period 23rd March 2020 to date?
ii. Had no ongoing work at 23rd March 2020 and were not scheduled to work during the period 23rd March 2020 to date?
D
how many hours redeployment have been offered to (and also undertaken by) Supply teachers, who fall within each of the categories (C) i and ii above , during the period 23rd March 2020 to date.

Response

To date we have recorded 119 employees redeployed to critical / essential roles across the Government of Jersey. This figure only relates to re-deployment by the emergency resourcing team and does not include: 

• Those who were redeployed outside of a formal emergency resourcing request
• Redeployment within a department that the Director General approved without the need for Tactical Co-ordination Group approval
• Redeployment within schools in Children, Young People, Education and Skills (“CYPES”) – managed by a separate team in CYPES 
• Redeployment to any HCA or clinical roles in Health & Community Services (“HCS”) – Managed by a separate team in HCS 

Those supply teachers who were rostered to work were utilised by the school they were rostered in to support the opening of schools for vulnerable children and the children of critical workers, allowing substantive teachers to focus on online learning for those pupils staying at home. Jersey Youth Service and Jersey Sport were redeployed for this purpose, as too were a small number of department staff. To the best of our knowledge, no supply teachers were redeployed elsewhere in the Government.

Those supply teachers not rostered to work were classified as zero hours workers, and so the policy from central HR to not use staff where additional costs would be incurred was applied. A small number of schools may have chosen to use their budget to employ some supply staff to help them manage their staffing levels where vulnerable teachers or the numbers of children requiring childcare during the lockdown made for challenges in managing their staff levels. The number of supply teachers employed on this basis would not be available until schools re-open in September.
