The requirement to fully report as set out in the permit is not being complied with.

Notification requirements for any malfunction, breakdown or failure of equipment or techniques, accident, or emission of a substance not controlled by an emission limit which has caused, is causing or may cause significant pollution.

Best available technology (BAT) requires monitoring protocols for noise and odour. How are these undertaken and what are the records kept?

A

Notifiable events as defined in Schedule 6 of the Waste Management Licence - WML019 are submitted to the Waste Regulator as and when they occur. The Waste Regulator keeps records of these events and these records are also held on site.

There have been no complaints recorded relating to emissions breaches.

Noise and odour are covered in Sections 4.4 and 4.5 of the site’s Waste Management Licence and are reproduced in the excerpts below. The Waste Regulator has never made a complaint about noise, vibration or odour pollution emanating from the site which are detectable outside the site’s perimeter and therefore the submission of odour or noise and vibration management plans have never been requested or produced.
