Regarding the big screen and fan zone for the Euro 2020 final that, in the end, didn't go ahead in Jersey - I'd like to know:

A

Was permission given by the Bailiff’s Panel for the event to go ahead and if so, when?

B

Who decided that the event should not go ahead, and on what grounds?

C

How much was spent in the setting up period last week at the location in which the event would have gone ahead, if permission had been granted?

D

Equipment had already been delivered to the site before the announcement. What facilities and equipment were hired before the decision was made to call it off?

E

Which department is meeting those costs?

F

Why was set up happening when a final decision had not been made?

G

When was the final decision made that the event should not go ahead?

A

Following a submission of an event plan permission was not granted by the Bailiff’s Panel.

B

The Bailiff’s Panel considered the event plan and did not approve a permit for the event. There was significant concern that the event could not guarantee strong mitigation against the transmission of Covid-19 for an event space of 2000 individuals.

£2725.00 for planning and equipment hire and £5,820.00 for the screen from the UK.

D

The equipment hired comprised generators, lighting towers and fencing to provide the basic infrastructure for the event site.

The Bailiff’s Chambers will be meeting the cost.

Due to short notice (three days before the final) the site build commenced prior to final approval (on a site that had been used under similar terms for the 2018 World Cup screening) as it would have been impractical to construct a safe event space for 2000 individuals within 24-36 hours.

G

The decision to cancel was made on Friday 9 July.
