Request

A

Please can I ask how many French fishing boats have been given temporary fishing licences and permanent fishing licences up to 15 November 2021?

B

What extra data did the French provide on the last four French boats to get licences that they couldn’t show before?

C

What has been put in place to stop the French selling their Jersey fishing licence for a profit? One boat has sold theirs for £20,000.

Response

A

The following table details the number of fishing licences issued to French vessels.

Fishing licences issued to French vessels as at 15 November 2021
Licence type
Number issued
Permanent
116
Temporary
46

B

All were licenced because they were able to demonstrate fishing activity in Jersey waters for 11 or more days during one of the three fixed twelve-month periods between 1 February 2017 and 31 January 2020.

This is in accordance with the terms of the Trade and Cooperation Agreement (TCA) between Jersey and the EU.

C

Jersey, France and the EU have no facility to regulate the sale of foreign fishing vessels outside their borders.

A Jersey fishing licence is attached to the vessel and not to the owner and cannot be transferred to another vessel without Jersey’s permission.

However, financial arrangements associated with the sale of non-Jersey vessel’s holding a Jersey fishing licence is a matter for the EU / French authorities.
