Please would you provide the following details about the 'Jersey Music Service':

A

What is its current annual operating budget, gross and net of fees charged?

B

How many people work for it, and at what civil service grades? Please provide details of how many people are on which pay band or level, or at what rates peripatetic teachers are paid.

C

Are all its staff employed on 'teacher' terms, so that they are entitled to school holidays and other such benefits?

D

What outcome performance measures have been agreed for the operation of the service and what is the latest performance data in respect of those?

E

What rules and authorisation controls govern its powers to pay over taxpayer’s funds to private sector organisations or operators, and what reporting arrangements to the minister are in place in respect of the same?

A

For 2022 the current Jersey Music Service (JMS) annual operating budget, net of fees and charges is, £767,000 and the gross budget is £1,023,000.

B

A total of 25 individuals are employed by the Jersey Music Service on permanent, fixed term and zero-hour contracts. Please note, not all staff members work on a full-time basis.

Due to the small numbers involved, to provide any further breakdown than is given in the table below could potentially identify individuals. Disclosure control has been applied to protect the privacy of individuals and numbers fewer than five are represented as '<5'. 

Article 25 of the Freedom of Information Law (Jersey) 2011 has been applied.

The table below does not include details of peripatetic support as this information is not held centrally. Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Yes. Teaching staff are employed on Teachers, Deputy and Headteachers pay scales. Administration staff are paid at the relevant grade. The pay scales of these are published on www.gov.je. Please see the following link:

Jersey Music Service is assessed under the terms of the School Evaluation Framework, School Improvement Plan and the annual Performance Review and Appraisal process.

The Jersey Music Service does not provide funding or award grants.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

3)      In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.
