The Mental Health Practice Development Nurse post is an existing post, therefore, no business case was required. 

The post was vacated in January 2022. The job description was completed by the Associate Chief Nurse at the time of creation.

The current Director of Adult Mental Health and Adult Social Care was not involved at any stage of this process, or the recruitment.

The post was advertised on www.gov.je for two weeks, from 3 to 17 January 2023.

The post had been advertised on two previous occasions in the past year. No applications were received to either of these advertisements:

  • 16 March 2022 to 6 April 2022 
  • 14 April 2022 to 5 May 2022

There was one applicant to the post.

The interview was conducted 31 January 2023 by the Associate Chief Nurse and the Mental Health Improvement Lead. 

Government of Jersey employees below the level of Director are protected from identification for the purposes of Freedom of Information disclosure, and therefore, Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.

As this information is available elsewhere, Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

All Registered Nurse positions have provision for residential qualifications. A relocation package is available for all Registered Nurses relocating to Jersey to take up a post, if required.

The role of Practice Development Nurse for Mental Health is a corporate nursing role which sits in the Chief Nurse portfolio. The role is not in the Adult Mental Health team and, therefore, does not fall under the management of the Director for Adult Mental Health and Adult Social Care.

As previously detailed, the Mental Health Practice Development Nurse role is an existing post and was not newly created. The role had been put out to recruitment twice previously before this appointment, following successful interview at the third time of advertising, with no applications received to either of the prior advertisements.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
