The Assistant Minister mentioned in an answer to the youth parliament question on rape statistics that there is an action plan and that 86% of this plan has been completed. Could the government please publish this plan with the required actions the responsibilities for those actions, the time taken to carry out those actions and reasons for delay?

It would also be useful to know when this plan was put together, put into action and on whose authority and under what circumstances and why the public or wider community was not involved?

The Joint Action Plan, when it was launched in January 2022, set out a clear joint commitment by the SOJP and the LOD to work together to deliver improvements to how rape cases are investigated and prosecuted. 68% of the actions have been completed with the remainder, such as training, ongoing for a variety of reasons. The plan will continue into 2023 and will be updated with new actions as we learn more and strive to develop and improve.

The plan was prepared under the authority of Chief of Police Robin Smith and Attorney General Mark Temple. All actions are jointly owned by the States of Jersey Police and the Law Officers Department.  

As this is an internal document prepared by, and for the use of, the SOJP and LOD jointly, there was no obligation to refer this plan to other external parties.
