Much of the information requested on the Turnaround Team (also known as the ‘Change Team’) has been covered in States Assembly Questions, press statements and previous Freedom of Information responses. Links are provided in this response to information which addresses the questions posed.

As noted in the Freedom of Information response referenced and linked above, the amended Government Plan for 2023 provided one year of funding for the Change Team. Once this funding came to an end, then so did the Change Team initiative. 

Beyond the planned initiative, some members of the former Change Team moved to support specific pieces of improvement work or roles, at or before the end of 2023; 

  • Chris Bown: moved from his role as Change Team Lead to interim Chief Officer in April 2023, vacating this post in October 2024. Subsequently served in an advisory capacity until his fixed-term contract ended in March 2025:

  • Obi Hasan: initially engaged in February 2023, taking on two roles from April 2023; 
    • Finance Lead (HCS) for 3 days per week
    • Interim Head of Finance Business Partnering for HCS as part of Treasury for 2 days per week

  Focussed on supporting the Financial Recovery Programme, and remains in post. 

  • Cathy Stone: appointed to Change Team till end of 2023. Subsequently appointed to lead the Maternity Improvement Plan and other improvement initiatives, and remains in post.
  • Professor Simon Mackenzie: Left May 2024
  • Beverley Edgar: Left March 2024.

The Change Team’s objectives were focused on supporting the clinical and operational leadership teams to address the recommendations of the Review of Health and Community Services (HCS) Clinical Governance Arrangements within Secondary Care (R.117/2022), the actions set out by the Minister for Health and Social Services in response to the review (R.117/2022 res; R.133/2022), and the financial and operational challenges.

A single report describing all the work of the Change Team has not been produced. Therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Articles applied

​Article 3        Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 23      Information accessible to applicant by other means

(1)     Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2)     A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
