Reference the 2023 Government Accounts, Annex page 26, please provide the detailed evidence base for the statement "in 2023 the Service had contact with 35% of the 10-16 Jersey population".
Please explain especially
(i) whence the author(s) derived their information about the quantum of that particular age cohort in the population
(ii) whether the statistic was approved by Statistics Jersey for publication and
(iii) by who and at what level the statement was signed off for publication in the Accounts.​

(i) The age 10-16 cohort was derived from the May 2023 School Census using age calculated as at 1st May 2023.
(ii) Termly school census records are collected three times per academic year and advice was gained from Statistics Jersey on the best census point to use. It was agreed to use the closest to the mid-point of the calendar year which is in May.
(iii) The statement was signed off by the Director, Children and Young People’s Services and the Chief Officer for Children, Young People, Education and Skills.​
