Many business and companies have set formats or procedures, flow charts etc., to follow to ensure all clients are treated the same way.

A) Does the Planning Department have a document, be it a checklist, a formal process guide or a work flow chart to ensure ALL Applications are dealt in the same way? If so may I have a copy please?

B) Does Planning use any K.P.I. systems to monitor the performance and effectiveness of the Department? If yes:-

C) What is the K.P.I. for the number of days between KPI Validation Date and Decision Date on Minor Applications?

D) What is the K.P.I. for the number of days between End of Publicity Date and the Date of the Recommendation Paper on Minor Application’s?

E) What is the K.P.I. for the number of days between the Date of the Recommendation Paper on Minor Application’s and date of Decision?

F) If Not, Has The Department got any average figures for the above 3 processes?

The Planning department does not have a document to ensure all applications are dealt with the same way; therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

B, C, D and E

The Scheduled Public Authority (SPA) does not use K.P.I, however the dates requested can be found on www.gov.je within the link below, therefore Article 23 of the Freedom of Information (Jersey) Law 2011.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.​
