Under the Freedom of Information (Jersey) Law 2011, I request anonymised statistical data regarding the proportional distribution of individuals currently subject to notification requirements under the Sex Offenders (Jersey) Law 2010.

This request is made in the public interest and is directly related to safeguarding and housing equity across electoral districts.

I specifically request:

1. The percentage of the total population of registered sex offenders in Jersey who currently reside in each electoral district or parish.

2. If available, the total number of registered sex offenders in Jersey used to calculate these percentages (i.e., the denominator).

3. Confirmation of whether your department holds data that tracks or maps the geographic distribution of housing placements or residence locations for individuals subject to notification under the 2010 Law.

This request is strictly limited to non-identifiable statistical data and does not seek any names, addresses, or personal information that could reasonably lead to the identification of any individual.

Should any part of this request be considered exempt under Article 25 or related provisions of the FOI Law (Personal Information), I formally request that you conduct a Public Interest Test, as required under law, to determine whether anonymised percentage-based distribution data can be lawfully disclosed in light of significant public concern regarding geographic clustering and safeguarding fairness.

Response

Please see attached table showing the percentage of the total population of registered sex offenders in Jersey who currently reside in each electoral district or parish. The total amount of registered sex offenders residing in Jersey is 133 (47 are currently serving a custodial sentence at HMP La Moye Prison and are not included in the table). In accordance with the requirements set out in the Sex Offenders (Jersey) Law 2010, individuals subject to the notification provisions must inform the States of Jersey Police of their current residential address and promptly report any changes to that address.

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.​​
