There have been no qualifying incidents that have been reported by the Scheduled Public Authority (SPA) to Defra and Ramsar Authority since 2010, therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Natural Environment is responsible for DEFRA and reporting.

Ramsar and reporting under clause 3.2 of the Convention is also the responsibility of Natural Environment through External Relations to DEFRA and then the Ramsar Secretariate.

Natural Environment and External Relations are accountable for both Defra and reporting, and Ramsar and reporting under clause 3.2 of the Convention.

Article 3 - Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.
