Following the publication of the Public Accounts Committee report titled ‘Procurement by the Government of Jersey’, and specifically in reference to Section 5.7 which discusses supplier catalogues within the Connect Suppliers Ariba system, I would like to request the following information:
1.
The total number of supplier catalogues currently available on the Government of Jersey (GOJ) buying system.
2.
Of these, how many are supported by formal contracts, framework agreements, or documented terms and conditions?
3.
How many of these catalogues have undergone a procurement process in accordance with the Public Finance Management Manual (as outlined in Financial Direction 5.1)?
This breakdown will help clarify the extent to which current catalogue arrangements align with the procurement governance framework and ensure compliance with the principles of transparency, value for money, and accountability
Response
1.
The total number of catalogues currently available on the Government of Jersey buying system (SAP Ariba) is 90.
2.
All of the catalogues have a formal contract and/or a price agreement in place, and all purchases from these catalogues have documented terms and conditions (available via respective Purchase Orders (POs)).

Financial Direction 5.1 was superseded in 2020 by the Public Finances Manual (PFM). In 2023 an exemption to open competition was granted to publish catalogues from 130 existing suppliers to enable business continuity, facilitate a smooth transition to the new procurement system and provide departments with easy access to frequently purchased goods from those existing suppliers.
Work is underway as per the exemption commitment to analyse existing catalogue spend and identify opportunities for value for money through open competition. Work made possible by the enhanced data and reporting capabilities of the new procurement and finance system.
