Response to the Independent Jersey Care Inquiry

Produced by the Justice and Home Affairs
Authored by Chief Minister and published on 31 Oct 2017
Prepared internally, no external cost

Summary

The Community and Constitutional Affairs department has published a response to the final report of the Independent Jersey Care Inquiry (R.59/2017)

The purpose of the report is to provide an initial government response to the main recommendations made in the final report of the Independent Jersey Care Inquiry (IJCI), along with an overview of progress in the first three months following the publication of the Inquiry.

  • The Chief Minister made it clear in his public response to the Care Inquiry that he accepted all the main recommendations and had asked for a report to be submitted to the States Assembly in October with an initial implementation plan and update on progress.

  • This report describes work that has been agreed and supported immediately in advance of and following the Care Inquiry publication. Further priorities for action are described, using the eight headline recommendations of the Care Inquiry, which form the start of a comprehensive programme of delivery arising from the recommendations.

  • The broader cultural changes identified by the Care Inquiry, which are crucial to underpinning and sustaining any future changes, go beyond the timescale for the preparation of this report.

  • The proposed approach is to address the systemic challenges in the context of a revised Children's Plan with agreed outcomes for children and young people.

  • This report will, therefore, also refer to longer-term work, including the necessary consultation with key agencies and young people themselves.
