Summary

This report comes from the Council of Europe and focuses on how Jersey treats people in the Island who are statutorily detained.

The council is responsible for monitoring compliance with the European Convention for the Prevention of Torture, a treaty which has been extended to Jersey. As part of this process, the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) regularly visits countries which are parties to the convention.

A delegation from the CPT visited Jersey for the first time between 15 and 18 March 2010. During this time, they visited:
  • Police Headquarters
  • Customs and Immigration custody rooms
  • La Moye Prison
  • Greenfields and Orchard House at St Saviour's Hospital
