​​The first States Cultural Strategy was debated and adopted in September 2005, following extensive public consultation and close working with groups across the cultural spectrum.

The strategy sought to achieve a number of different outcomes:

• agreeing a vision and mission for the States to reflect the importance of cultural activity
• setting a range of cultural objectives for the States and its partner organisations
• establishing a new framework for working across the cultural sector 

This report provides a review of progress. It also notes some issues and matters of wider principle which the department is currently addressing.
